President Biden has given Ukraine permission to use American weapons to strike inside Russian territory, but only in the area near Kharkiv. This change in policy follows a request from Ukraine and growing pressure from US allies. The decision, confirmed by Secretary of State Antony Blinken, allows Ukraine to defend itself against Russian aggression near Kharkiv.

Initially, Ukraine was restricted from firing into Russian territory with US weaponry to prevent escalation. However, concerns about Russia’s offensive around Kharkiv led to a change in US policy. European allies and NATO quietly supported Ukraine’s request for permission to strike inside Russia, which ultimately led to the decision to amend the policy.

The decision to allow strikes inside Russia was made after appeals from Ukrainian officials and recommendations from top US security officials. Despite concerns about escalation, the US concluded that it was necessary for Ukraine to defend itself effectively. NATO Secretary General Jens Stoltenberg also advocated for Ukraine to have the capabilities to target legitimate military targets in Russia.

While Ukraine can now target Russian forces and military sites across the border from Kharkiv, there are still restrictions in place. The most formidable munitions, such as long-range missiles, are not permitted for use inside Russia. However, Ukraine can use anti-aircraft weapons to defend against Russian aircraft.

Secretary Blinken indicated a willingness to adapt the US position based on changing circumstances. European leaders have also shifted their stance, allowing for targeted strikes inside Russia from French weapons supplied to Ukraine.
