The Chief of Army Staff, Lieutenant General Waidi Shaibu, has instructed all commanders to prioritise the protection of civilians and respect fundamental human rights while performing their duties. The directive was issued on March 17, 2026, during a lecture at the Army War College in Abuja.
General Shaibu highlighted that adherence to international humanitarian law and rules of engagement strengthens public trust, enhances operational success, and supports intelligence-driven military actions.
He urged officers to embrace his “Soldier First Concept,” which focuses on personnel welfare, professionalism, operational readiness, and strong leadership as core pillars of effective military service.
The COAS also stressed the importance of structured training on human rights and civilian protection, noting that these principles reflect the core values of the oath taken by all Nigerian Army officers.
